Healthcare Leader has launched its latest special report, Action and Outcomes in HIV: What ICB Leaders Need to Know.

It provides Integrated Care Board (ICB) leaders with a practical guide to delivering the ambitions of England's HIV Action Plan 2025–2030.

Initiated and funded by MSD, the report explores the critical role ICBs will play in reducing new HIV infections, improving outcomes for people living with HIV, and supporting the government's goal of ending new HIV transmissions by 2030.

Developed in recognition of the growing responsibilities of ICBs in commissioning and coordinating HIV services, the report examines the key challenges, opportunities and actions required across prevention, testing, treatment, long-term support and system-wide collaboration.

The publication comes at a pivotal time for HIV care in England. The HIV Action Plan 2025–2030 sets ambitious targets, including a 90% reduction in new HIV infections and AIDS-related deaths compared with 2010 levels, while maintaining progress beyond 2030.

Recent data shows continued momentum, with new HIV diagnoses declining and England maintaining the UNAIDS 95-95-95 targets for diagnosis, treatment and viral suppression.

Across six chapters, the report explores:

  • How ICBs can strengthen HIV prevention through improved awareness, greater access to PrEP and innovative community-based approaches.
  • The expansion of HIV testing through emergency departments, primary care and digital services, including planned NHS App initiatives.
  • Strategies to improve treatment uptake and re-engage people who have fallen out of care.
  • The importance of tackling stigma, supporting healthy ageing and improving quality of life for people living with HIV.
  • The role of collaboration between NHS organisations, local authorities, public health teams and the voluntary sector in delivering integrated HIV services.
  • Future priorities for HIV care as systems work towards national targets.

The report features insights from clinicians, policy leaders, ICB representatives and sector experts, highlighting examples of best practice from across England and providing practical considerations for local system leaders.
